    In 7th grade, students solve equations of the form p(x+q)=r. Where are students expected to solve equations p(x+q)+c=r? Should this be an extension that is built upon in 8th grade?

    Yes, 8.EE.7b,

    Solve linear equations with rational number coefficients, including equations whose solutions require expanding expressions using the distributive property and collecting like terms

    pretty much covers any form of a linear equation.
