Rounding in Grade 3

    3.NBT.1 has students round whole numbers to the nearest ten or hundred. Given that the focus of the whole cluster is on operations that result in 3-digit totals, is it safe to assume that the rounding is only intended to be with 3-digit numbers? Rounding with 4 or more digits adds extra complexity but does not seem necessary in light of what I interpret the focus of that cluster to be.

    The Standard seems to be fairly specific and straightforward, however our district has selected a testing program that uses rounding 6 digit numbers for 3.NBT.1. Any rational for this that you can see, or is it a testing company being overzealous? I have seen questions on other state samplers that have rounding to the nearest thousand. The third grade teachers are confused as they are trying to write their Student Learning Outcomes for their APPR , so if you can shed some light that would be great.
