Average rate of change of a function

At what point should students start to engage with this concept? Is this done in Algebra 1 or later in more advanced Algebra or Calculus?

The high school standards are not arranged into courses, but I would expect most implementations to introduce average rate of change in Algebra I or, for an integrated sequence, in Math I. And this is in fact what Appendix A to the standards does. Of course, the concept will continue to reoccur in later courses.
