Does 8.EE.7 have the expectation that students will translate verbal expressions/equations into algebraic expressions/equations with variables? The standard lacks any of that language (language that is used in 7.EE.4: Use variables to represent quantities in a real-world or mathematical problem, and construct simple equations and inequalities to solve problems by reasoning about the quantities.).
Admittedly it doesn’t say so explicitly. But the main point of 8.EE.7 is to expand into the entire universe of linear equations with rational coefficients, relaxing the restrictions of 7.EE.4 on the type of equations. The application of linear equations to solving problems doesn’t go away, and you could call on the practice standard MP4 (Model with Mathematics) to serve as a reminder of that.
